This is a very interesting display - "The Weather Girl". It was created in 1936. It's located on Richs Building on City Hall Square. If the girl is on her bicycle, a sunny date is predicted. It she comes out with her umbrella, a rainy day is predicted. If both appear (as they did on this day), an overcast day is predicted.
